Financial state aid for ETS indirect emissions & PwC CBAM study
The European Commission has issued a communication on the revised EU Emission Trading System System State Aid Guidelines. Petrochemicals (NACE 2014) are no longer eligible for financial state aid for ETS indirect emissions as of 2021 likewise e.g. fertilizers, whilst polyethylene in its primary form is now added to the list of sectors entitled to receive state aid. A preliminary analysis of the petrochemicals sector factsheet suggests that the input from the NERA consultancy report has not been taken into account. Cefic has conducted an analysis and evaluates options.
Besides, petrochemicals have extensively and explicitly been included in the upcoming PwC study to examine the impact of the proposed Carbon Border Adjustment Mechanism (CBAM) on the chemical industry.
